NOTICE OF RACE
International Flying Dutchman World Sailing Championship 2004.

The Verein Seglerhaus am Wannsee (VSaW) and the Rostocker Yacht Club (ROYC) together with the IFDCO and the IFDCA of Germany have the pleasure in inviting members of the International Flying Dutchman Class Organisation to participate in the

International Flying Dutchman 2004 World Championship

which will be held at Rostock-Warnemünde, Germany from July 27th to August 3rd , 2004. The Organising Authority is the VSaW and the ROYC. The championship will be conducted on the waters of Warnemünde in the vicinity of Warnemünde Sport-Harbour.

1. Rules
The championship will be governed by the rules as defined in The Racing Rules of Sailing 2001 - 2004.
The International Flying Dutchman 2004 World championships are classified Category "C" in accordance with the ISAF Advertising Code (RRS Appendix 1) as restricted by the IFCDO Class Rule 119. Competitors may be required to display Event sponsor's name(s)/logo(s) and bow numbers. If required, the Organising Authority will supply these items and they shall be affixed and/or worn as prescribed in the Sailing Instructions. The Organising Authority reserves the right to refuse advertising by a boat or competitor when it is in conflict with the laws of the German government. IFDCO Class Rule 113 (limitations) will apply to these championships.

2. Eligibility and Entry
2.1 The championships are open to all boats of the International Flying Dutchman Class.
2.2 The championships are open to all those who are fully paid up members of IFDCO.
Each boat must have at least one Full Member and one Associate Member sailing in it. Membership Cards must be presented at Registration.
2.3 Eligible boats may enter on the official Entry Form which shall be lodged with the Organising Authority or through the official electronic form on the FD-Worlds website. The fully completed entry form shall be received at the entry address no later than 27th June 2004 accompanied by the required fee (refer Fees). Entries may be accepted after the closing date at the discretion of the Organising Authority, but will be subject to € 50,- late entry supplements. 3. Fees
Entry fees are stated in Euro. All entries will receive a competitors pack and entry to a welcome/presentation function at registration. International Flying Dutchman Class World Championships: € 300,--

4. Schedule of Events
Registration & Measurement: Sport-Harbour Warnemünde Thuesday 27th July 2004, 09:00 - 18:00 hours
Wednesday 28th July 2004, 09:00 - 18:00 hours.
Thursday 29th July 2004, 10:00 hours - Opening Ceremony + Skippers Meeting


Racing is scheduled as follows:

The warning signal for the first race will be given at 13:00 hours on July, 29th 2004.

There will be no starting signal given later than 14:00 hours on August, 3rd 2004.

5. Measurement Each boat shall have a valid measurement certificate available for verification of measurement. Measurement in accordance with the class rules will be carried out as per the event schedule. Measurement checks and inspections may be carried out at any time. A boat notified of inspection shall follow the instruction of the Measurement Committee.

6. Sailing Instructions The sailing instructions will be available after 20th July 2004 on this website: http://www.vsaw.de
They will also be available at registration.

7. Racing Area The racing area will be on the waters of Warnemünde in the vicinity of Warnemünde Sport-Harbour.

8. Courses The courses will be Triangular / Windward-Leeward as described in the sailing instructions.

9. Scoring
The Low Point scoring system, Appendix A.4.1 will apply. A minimum of 4 races are required to be completed to award the Championship. If 5 or more races are completed there will be one discard.

10. Penalties RRS 44.2 - 720° Turns Penalty will apply.

11. Decisions of the Jury An International Jury will be appointed for the World Championship in accordance with RRS Appendix M and its decisions will be final and not subjected to Appeal (RRS 70.4).

12. Support Boats Team Managers, Coaches and other support personnel shall keep at least 100 m clear of the course area during racing except when asked to assist by the Race Committee. All support and coach boats shall prominently display an identification flag (white with black letters 600mm hoist by 600mm fly) bearing the three letter code or the Nationality Flag of the competitor's nation that they are supporting.

13. Berthing Boats shall be kept in their assigned places in Warnemünde Sports Harbour as descripted in the sailing instructions.

14. Radio Communications A boat shall neither make radio transmission while racing nor receive radio communication not available to all boats. This restriction also applies to mobile telephones. The use of electronic devices is forbidden and includes GPS, radio and telephones.

15. Prizes The following prizes will be awarded.
Dunhill Challenge Trophy
- World Championship, overall winner
Championship Medallions will be presented to 1st, 2nd and 3rd placegetters.
FD Silver Sombrero Challenge Trophy
- World Championship for best result without discards
Tullio Pizzorno Memorial Trophy
- Best helmsman under 26 years of age
100+ Trophy
- Best team 100+ combined ages.
Additional prizes may be awarded at the discretion of the Organising Authority.

16. Rights To Use Name And Likeness In participating in the Championships, a competitor automatically grants to the Organising Authority and the sponsors of the event the right, in perpetuity, to make use, and show from time to time and at their discretion any motion pictures, still pictures and live, taped or film television and any other such reproductions of him/her during the period of the competition for the said event in which the competitor participates and in all material related to the said event without compensation.

17. Entry Disclaimer
It is the competitor's decision whether to enter an event or to start and continue in any race. Competitors shall accept that their participation in an event is at their exclusive risk in every respect. Refer RRS Rule 4, Decision to Race.

The Organising Authority and the Host Sailing Club, their officers, members, servants and agents accept no liability in respect of loss of life, personal injury or loss or damage to property which maybe sustained by reason of their participation or intended participation in an event or how so ever arising in connection with an event.

Alternativ:
The responsibility for the decision of a coxswain to participate in a race or to continue with it is solely with him, to that extent he also takes the responsibility for his crew. The coxswain is responsible for the qualification and the correct nautical conduct of his crew as well as for the suitability and the transport-safe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realisation of the event or to cancel the event. In these cases there does not exist any liability for compensation of the organizer to the participant. In case of a violation of obligations that do not constitute primary respectively material contractual duties (cardinal obligations), the liability of the organizer, no matter because of which cause in law, for material and property damages of all kinds and their consequences that arise to the participant during or in connection with the participation in the event resulting from a conduct of the organizer, his representatives, servants or agents, is restricted to damages that were caused wilfully or grossly negligent. When a violation of cardinal obligations occurs, in cases of simple negligence the liability of the organizer is limited to foreseeable, typically occurring damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use - from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realisation of the event. The effective racing rules of the ISAF, the administrative regulations regatta-sailing and the articles of association of the DSV (German Sailing Federation), the class rules as well as the regulations of the invitation to the competition and the sailing instructions are to be complied with and are expressly recognised.

The law of the Federal Republic of Germany shall prevail under this NOR and the SI.

18. Insurance
All boats competing in the Championships shall have third party insurance cover of not less than € 500.000 (recommended € 2.500.000) or equivalent thereof in any other currency for any accident. All owners/competitors who sign the Entry Form are deemed by doing so to have made a declaration that they hold such cover. Competitors may be required to produce evidence of such insurance and any competitor not holding this cover shall immediately withdraw his entry.

19. Buoyancy All competitors shall wear personal flotation devices at all times whilst racing. The devices should be in good condition and in accordance with the current specifications issued or approved by a National Authority affiliated to the International Sailing Federation, or a Standards Organisation or Certification Authority recognised for that purpose by its respective government. Attention is drawn to RRS Fundamental Rule 1.2.

20. Substitute Helmsperson / Crew
Only ONE substitution is allowed per boat.
Either the Helmsperson or the crew may be substituted:
before the first race after informing the International Jury in writing.
after the first race provided that approval in writing has been obtained from the International Jury.

22. Amendments
Any amendment to this Notice of Race will posted on the FD-Worlds website and the website of VSaW no later than 27.06.2004.
